The Community Partnership Council provides the governance structure for the collaborative. Formal operating procedures, which form the foundation for decision-making, were adopted in 1998. The 40 member council meets monthly to oversee various grant and community projects.

All members of the Community Partnership Council also participate in the expanded collaborative body, the Interagency Council. The Interagency Council includes a broad range of agencies meeting quarterly to share and receive information about activities in the community. Today, between 70 and 90 collaborating partners participate in the Interagency Council.
